a) if the portfolio filter in the home page can be modified to show pages instead of portfolio items:
=> Unfortunately, the portfolio filter only supports portfolio items and does not support filtering for pages.
b) if the services menu appearing as a widget in the services pages (https://oceanthemes.ticksy.com/article/9819/) can be add in other types of pages too.
=> You can add in other types of pages in services menu.

I need to add this menu (keeping its css) in normal pages as a widget (and not only in services pages), is this possible?
